The program was conceived by Senator J. William Fulbright of Arkansas and carried forward by the Fulbright Act of 1946 and subsequent legislation, consolidated and expanded in the Mutual Educational and Cultural Exchange Act of 1961, also known as the Fulbright-Hays Act, 22 U.S.C. § 2458a.
The Fulbright-Hays Program awards grants to individual U.S. K-14 pre-teachers, teachers and administrators, pre-doctoral students and postdoctoral faculty, as well as to U.S. institutions and organizations.
